In the discussions of yesterday's January 6th hearing I am yet again struck by how almost no one considers Trump senile, but discusses what he knew and when he knew it. A senile person can be absolutely convinced of his or her delusions, which makes the difference between an inaccuracy and a lie. I cannot help but remember the striking contrasts in his speech patterns when he was younger and later, as shown in his many recorded TV interviews.
If I understand the legal term "referral" (which I may not), the committee has no power to do that. It can make suggestions or report facts, but that's not the same thing.
