Thinking of Ukraine war funding, someone pointed out that Trump took already allocated monies and repurposed them for his border wall. Perhaps Mr. Biden could do something similar. OR, he could have the Treasury issue “perpetual” bonds, for which there is abundant precedent, and as memory serves me the Administration can act unilaterally. ----Alan

Well, I found this:
