To me, it sounds like he's twisting the semantics. More specifically, the whole article is based on the claim that most people interpret the term "resignation" in a way I find off-target.
It has been a little while, but (as memory serves me) the last I heard Fresno County (about the same population as Vermont) had 195 ICU beds, 190 ICU patients, and about two thirds of those were Covid patients. (I will check on that.) But we have a significantly lower vaccination rate than VT. Might I be correct to assume that most of the ICU Covid cases in VT were not vaccinated?
FWIW, Illinois, with just over 20X Vermont's population, is repooting a bit more than 7000 new cases/day. I don't recall number in hospital or ICU, but the numbers don't strike me as worrisone.
Yes, the figures for Fresno County are very disappointing; hard to figure. Somewhat better for the city of Fresno than for the county as a whole. Relatively low levels of education, considerable poverty, etc. Neighboring counties are worse. This area hasn't been called the Appalachia of the West for nothing. Medical services are strongly concentrated in the largest cities because that's where people with the required education are willing to live. Most of those people come from outside the area. Lots of Republican voters and non-voters.

Last year we had maybe 200-300 active cases of Covid in VT at any given time.
