Indeed! Although the mass murderer in Nova Scotia obtained his firearms by covert means. And come to think of it, I believe that such things can be done in Canada by "orders in council," one of the features of 18th Century British government that was purposely deleted in the US Constitution because it was potentially tyrannical. Essentially it gives the PM and his cabinet the ability to enact emergency regulations, subject to later approval or disapproval by the Parliament.

Maybe he means a light that attracts the attention of all who see it? Or something else? It is distracting, at least for me.
