I don't think they'll try to oust trump. That would be exactly what he wants, a confrontation.
Instead, they'll rescind his business license for Mar-A-Lago.
Don't allow anyone to stay or spend money. They'll have their liquor license revoked, occupancy permit revoked, and food service license revoked.
The city can inform the Secret Service that none of the employees can legally work at Mar, and they'll have to be personal guests of trump, going through whatever checks are needed to be at the President's residence.
They don't need any agreement from trump to do so, and trump will have to go to court to get the license back. The city will present the agreement and establish, by calling the Secret Service, to find out if trump stayed there past 7 days.
It's an open and shut case.
They'll have a hearing, etc, but these things municipalities can cancel on their own. Generally don't need a court order to do so.
Of course trump will sue, but time is on their side, not trump's.
At some point, all those $200,000 annual dues paying customers will sue to get their money back for 2021.
