The party requesting has to pony up the money for the recount, too; if they win, the deposit is refunded. It is so close that I can imagine both the leading candidates asking for recounts. Oh, and they can ask for recounts on a county-by-county basis, too. And they get a choice between optical re-scanning of the ballots or having them recounted by hand. No automatic recount no matter how close the tally.
Not to worry. There are plenty of benefactors on both sides who would pony up for a recount. There ought to be funds available for it. But the truth is that many towns and counties just don't have it.
What a great article, Alan! We all need to print it out and keep it in our glove compartments with key elements circled. And we need to research the laws in our state and print those out as well! Presenting them if needed could solve something before it turns badly.

But the child is not a citizen, and they didn't get a resident alien visa (green card) for her. By their own admission, she is not their natural daughter, so is not a birthright citizen. Perhaps they could have obtained a passport for her at the US Consulate in Peru, or some alternative documentation. I'm not sure how it would have best been handled, but they should have investigated it first. My wife could have entered the US on a spousal visa, but I knew that was asking for trouble, so we were married in Tokyo under both US (at the US Consulate) and Japanese (at the ward office) laws, then she obtained a US permanent resident alien visa, so there were no entry or residence problems. The way these folks handled it makes it look like child smuggling. Legal aspects of overseas adoptions are very complicated.
