As the article indicates, it will be semi-in-person, with about 300 delegates going through the formal nomination process and Biden accepting the nomination in person.
There seems to be a feeling that the convention might be the target of protesters and would consequently need police protection. That's hard to predict. There are protesters of all stripes targeting all sorts of organizations.
