She was in all likelihood reading a transcript of his speech to see if he was staying on-script (another power move). Body language expert Patti Wood, author of Snap: Making the Most of First Impressions, Body Language, and Charisma, called it "an obvious, clear, and sustained nonverbal message of disbelief and disregard for the president."
Y'know, I actually thought she was reading the speech. I'm not sure why. I'd have to go back and see, but I think it's because he said something odd and she picked up the papers. I don't think I quite put it together enough to articulate it, but I had a hunch.

Yesterday I received my ballot for the “March 5th” election; I marked it last night and put it out in the mailbox this morning. I will be interested to see how many mailers I get in the next several weeks.
