Have you tried an electric convention oven? I have one that turns a little fan near the back of the oven so that the air circulates and it keeps the temperature even throughout the oven. It also speeds up the baking time a bit. Yum!
Our electric oven has a circulating fan, but it doesn't seem to be able to maintain the steady high heat that popovers need. I will get an oven thermometer to check the thermostat calibration, and will try all the tricks (starting with warming the milk and eggs) suggested by King Arthur.
