    1. 1. The extreme penalty makes it impossible to believe that the bill is seriously intended to pass. This is a publicity stunt. 2. Have alt-right marchers never worn masks? That's difficult to believe. 3. While there are pictures of antifa protestors wearing masks, I can't believe that is at all general. And the bill doesn't actually apply to protests but to intimidation, etc.
